Raul Martinez, III

Raul Juan Martinez, III Esq. is an Associate Attorney based in the Walnut Creek
office of Sellar Hazard & Lucia, LLC, where he focuses his practice on civil
litigation and insurance defense. Admitted to the State Bar of California, he
brings a uniquely sophisticated investigative and analytical background to the
firm, drawing on over two decades of federal regulatory and leadership
experience.  

Mr. Martinez graduated with honors from Purdue University Global Law School in 2024. He also holds a Bachelor of Science in Communications, majoring in
Radio-Television-Film (RTF), from the University of Texas at Austin (1997). His
professional journey began with an eight-year career as a video editor for an
Austin news station, a role that instilled a foundational commitment to ethics,
objective reporting, and clear communication. 

Prior to entering private practice, Mr.Martinez spent more than 24 years with theInternal Revenue Service (IRS). Serving in critical capacities including Tax Law Specialist, Department Manager, and Planning and Analysis Manager, he
specialized in interpreting, synthesizing, and applying dense federal code and
administrative procedures. His extensive experience auditing complex data
systems—such as the Individual Master File (IMF)—equips him with a rare
sharpness in document review, fact-finding, and forensic analysis. These skills
serve as invaluable assets when defending intricate insurance claims and
corporate liabilities. He combines this comprehensive regulatory insight with a
fresh legal education to provide carriers and insureds with rigorous, accurate,
and transparent representation.
